Council hears conditional-use request for Certified 20 event center at Yorkshire Plaza; neighbors raise traffic, parking and cut-through safety concerns

An application from Dezira (Desiree) McFadden to operate Certified 20 event center at 8045 Watson Road (Yorkshire Shopping Center) was the subject of a public hearing at the Feb. 4 Webster Groves City Council meeting. City planning staff outlined the CUP request and proposed conditions; residents who live behind the plaza urged the council to address a cut-through that brings event-related traffic into nearby streets.

Joel Pugh, city planner, summarized the request: McFadden seeks to use a 5,108-square-foot tenant space in the Yorkshire Shopping Center as a banquet facility for weddings, receptions, showers and similar events. Pugh said the Commercial C zoning allows banquet facilities by conditional use and described Plan Commission review and recommended conditions that limit hours and establish noise and building-code requirements.

Why it matters: a banquet facility can generate concentrated vehicle and pedestrian traffic in evenings and on weekends; neighbors said the rear access and existing parking patterns have already produced late-night movement and safety concerns, and they asked the city to study and, if appropriate, close or otherwise mitigate a cut-through that connects the plaza…
