The Webster Groves Plan Commission discussed preparation of its fiscal‑year 2025 annual report and scheduling for upcoming comprehensive‑plan outreach and consultant presentations.
Staff told the commission the Council had asked boards and commissions to submit annual work plans by March 15. The plan commission reviewed a draft template and staff-provided draft language and agreed a short subcommittee or staff-driven drafting approach could be used to finalize the FY25 submission. Commissioners were asked to flag items they want included and to note that Council specifically requested attention to accessory dwelling units (ADUs) and occupancy permitting as time allows.
The commission confirmed that the Lakota Group (the city’s comprehensive‑plan consultant) will present an update to plan commissioners at the commission’s Feb. 3 meeting; staff said it will circulate the presentation materials and exhibit documents to members in advance. Commissioners discussed timing and agreed it makes sense to tie more substantive code‑amendment work on ADUs and occupancy to the consultant’s comp‑plan recommendations and to await staff capacity (including the hiring of a planning director) to support substantive zoning work.
Chair Jeff Smith and staff emphasized the practical constraint of limited meeting frequency and staff time; commissioners suggested including language in the FY25 report that notes Council interest in ADUs and occupancy rules while recognizing those tasks will likely follow the comprehensive‑plan and potential staffing changes.
No formal vote was required on the schedule; staff will circulate draft FY25 language, and commissioners will finalize the submission for the March 15 deadline.
