Webster Groves holds vendor meeting for demolition RFP at 844 East Pacific

Webster Groves city staff held a vendor meeting to review Request for Proposal 25PWO1 for demolition and site stabilization at 844 East Pacific, reiterating the Jan. 31, 2025 bid deadline and describing asbestos precautions related to the fire-damaged structure.

City staff said the project scope includes demolition of the single-family residence and any accessory structures, filling and grading, asbestos testing and abatement, and cleaning and clearing of the grounds. The staff member noted vendors have described the property as likely to be treated as a “wet tear down” for asbestos purposes because fire damage and char prevent accurate sampling, and therefore county environmental reviewers may require contractors to proceed as if asbestos is present. “It will likely be treated as a wet tear down…they have to act as if asbestos is present,” the staff member said.

The city emphasized procurement timing and procedures. Bids are due Jan. 31, 2025, at 12:00 p.m.; the city will open and read bids publicly at 1:00 p.m. that same day in the Gordon Room at City Hall, 4 East Lockwood. The staff member said any interpretations, corrections or changes to the bidding documents will be made only in writing as addenda, and that the vendor meeting itself marks the end of the bid inquiry period. The staff member added that, as of the meeting, no written questions had been submitted and therefore no addenda had been issued.

Prospective vendors used the meeting to confirm contact procedures for questions and submittals. One participant, identified as Tom, asked whether to send contact information to the email shown in the meeting materials (Rodriguezj@WebsterGroves) or to post it in the meeting chat; the staff member said either method was acceptable and noted the chat functionality was being enabled for participants.

City staff closed the session after allowing time for questions and stating that, absent further inquiries, the meeting would conclude and bidding would proceed on the published schedule.

The procurement documents list the project as RFP No. 25PWO1, Project: 844 East Pacific, and specify demolition, site stabilization, asbestos testing/abatement, and grading as deliverables. Vendors were advised that any addenda resulting from questions will be posted to the city’s online document center and become part of the bid package.
