The Historic Preservation Commission voted to issue a certificate of review for rooftop-deck renovations at 514 West Front Street after owner Andy Understall presented design changes and materials plans.
Understall, who identified himself as the owner and operator of Understall Construction, said the current rooftop setup — including umbrellas and portable heaters — had been repeatedly displaced by wind and that the recent vacancy gave him an opportunity to upgrade the space. “The issue with the rooftop deck is all the umbrellas and the heaters and everything. The winds comes, you know, it's blowing them all over,” Understall said during his presentation.
Understall described a proposal that would reuse timber salvaged from the old Bow and Feed store for the decking and some joists, use steel for framing and install a TPO roof membrane. He told the commission he might return with an amended submission to cover the entire deck; currently the plan under review would cover a portion of the rooftop. He also said the design team plans to retain some existing glass railing panels to preserve airflow, add black metal railing elsewhere and install ceiling fans.
Commission discussion focused on the extent of the enclosure, ventilation and materials. One commission member noted and praised the reuse of salvaged lumber. No statutory citation or external agency approval was cited during the discussion.
A motion to issue the certificate of review was made and seconded; commissioners voted in favor and the motion carried. The vote was recorded as an approval of the design presented at the meeting. The owner acknowledged that tenant preferences could affect final fit-out and that he might revise the application later to expand coverage.
The certificate allows Understall Construction to proceed with the approved rooftop-deck changes as presented; any future changes to expand coverage or alter materials would require a resubmission or amendment to the commission’s approval.
