Commission approves special use permit for recovery community center at 600 E. Fifth

The Planning and Zoning Commission approved a special use permit for a community center at 600 East Fifth Street that will be operated by a local recovery services provider.
Tonya Hankins, who identified herself as representing the recovery program called Swimingly (referred to in staff remarks), described the space as a community-oriented coffeehouse and dining room in the lower level adjacent to the existing outpatient facility at 602 East Fifth. Hankins said the center will host fellowship meals, 12-step meetings and program-specific activities for participants and, she said, could be opened to the broader recovery community in the future. The property owner present was identified as Donna Wilson.
Planning staff explained the permit is tied to the property; if approved, the special use remains with 600 East Fifth Street and would transfer with the property. Staff also explained that any occupancy or public opening beyond the applicant’s current plans would still require appropriate occupancy inspections and compliance with building code; the city retains authority to revoke a special use permit for cause.
Commissioners voted to approve the special use permit (file 25-0502). The commission recorded the voice vote “Ayes have it.”
