The Planning and Zoning Commission voted April 14, 2025, to approve rezoning file 250401 for 4151 and 4153 Jane Lane from a two-family district to R1C (single-family attached) and to approve the corresponding preliminary plat, file 250402.
Commissioner Sarah Skeen summarized staff analysis, saying the neighborhood contains a mix of two-family and single-family-attached zoning and that mortgage lenders increasingly decline loans on two-family units intended as one-side ownership. Skeen said the proposed R1C lots meet required dimensions and setbacks, including a 40-foot lot width at the front property line, 25-foot front and rear setbacks, a 6-foot side setback with a zero lot line between attached units, and lot areas of about 6,098 square feet.
Skeen told the commission that plat language will make owners responsible for shared sewer lines when applicable and that the staff verified separate curb stops and meters for the two units so each side will have an independent water supply and shutoff. Realtor Brian Sohn of eXp Realty told the commission a recorded condominium document exists for the property but no condominium association was ever formed, and that issue had surfaced in sales and lending.
A motion to approve the rezoning and preliminary plat was made and seconded; the commission voted in favor and the measures passed. The transcript records the motion, a second and an affirmative voice vote; no roll-call tally was recorded in the minutes provided.
With the approvals in hand, the preliminary plat will follow standard administrative steps for final plat processing and any required recording. No amendments to the plat were described at the meeting.
