Warren County and contractors prepare multiyear I-70 work; groundbreaking planned March 20

Warren County officials updated the committee on a large, multiyear reconstruction of I‑70 in the region, saying Emery Sapp will handle Saint Charles County work and Clarkson will focus on Warren County. A groundbreaking ceremony was tentatively scheduled for March 20 at the former weigh station on the eastbound side, county staff said.
Officials described a phased approach: Emery Sapp plans to begin on I‑64 where right‑of‑way is secured, starting at Route K and working toward the I‑64/I‑61/I‑70 interchange; Clarkson will start on rural sections in Warren County from the east side of the Highway 47 interchange toward Wright City and the Strachts Church area, widening and building shoulder and lane sections.
The first‑year work is expected to include milling to the median, strengthening the inside shoulder to allow traffic shifts, and constructing bridge work in preparatory phases; staff said some bridges (noted as AB1 and Jonesburg Overpass) are in poor condition and slated for replacement in sequence. Emery Sapp was described as the apparent low bidder for an AB1 interchange bid; award is pending commission action.
Staff warned this will be a multiyear program with several work zones spaced along I‑70 and that daytime lanes would generally remain open with most lane work occurring at night. County staff said they have been meeting regularly with first responders about access, tow and emergency procedures as the program ramps up.
Committee discussion noted the large scale of the program and the potential local traffic impacts, particularly where the project ties into Highway 47 and local interchanges. Project staff said the broader I‑70 program across several counties is aimed at completion by the end of 2030.
