Workshop updates: mulch grinding bid and Club Car Wash traffic improvements discussed

Two brief administrative items closed the Feb. 3 workshop: a report on mulch-grinding bids for the recycling center and a discussion about traffic backups tied to the Club Car Wash.
Mulch grinding: Tony reported the city received three bids to grind the recycling-center mulch pile; the low bid was $43,097.50 from Hanson Tree Service, up from $35,007.50 last year. Tony said the work was budgeted at $50,000 and that the grind is required annually to manage space at the site.
Club Car Wash and traffic: Staff described construction and operational changes at Club Car Wash intended to reduce queuing onto public streets. Staff said the operator extended and widened its driveway to provide more on-site stacking, added gates and widened lanes, and was working to complete construction. Staff also noted that previously awarded CMAQ intersection improvements (a middle turn lane and intersection work at Fifth Street and Highway 100) would further improve traffic flow once implemented. Council members said they had received resident complaints about backups during busy periods and praised the operator’s recent property changes but indicated continued monitoring was needed.
Next steps: The mulch grinding will be an upcoming council agenda item for contract approval. Staff will continue to monitor the car-wash queuing and proceed with the grant-funded intersection improvements already in the project pipeline.
