Workshop approves forwarding two Chamber of Commerce agreements for economic development and tourism

Council action: Motions to pass both items to council were approved at the workshop (motion by Patke and others as recorded); staff will place both agreements on the regular council agenda for formal approval.
Context: Staff said the economic-development contribution returned to pre-COVID levels after temporary adjustments during the pandemic. The agreements were presented as continuations of prior arrangements with no rate or scope changes noted in the workshop packet.
