Highway 47 corridor study, local turn-lane and bridge projects advance; East West Gateway grant letters submitted

Committee members and staff updated the Washington Area Highway Transportation Committee on a range of local projects, grant applications and schedules during the Jan. 27 meeting.
Highway 47 corridor study: A staff member reported traffic and safety studies are under internal review and that three community advisory group (CAG) meetings are scheduled, beginning with a CAG meeting on Feb. 6. The CAG sessions will produce input the project team will present at a follow-up public meeting; construction was described as on schedule with major work anticipated in fiscal year 2028. The speaker said the CAG will include emergency services, government agencies and commercial stakeholders.
East West Gateway / CMAQ funding: The committee heard that letters requesting East West Gateway CMAQ funding were submitted; one speaker said he and the highway administrator submitted letters to proceed with CMAQ funding and expressed confidence because of his role as vice chair on East West Gateway.
City and local projects: The city is applying for an SDP grant for Fifth Street (Highway 100 to Old Highway 100) to add sidewalks and a center left-turn lane in response to new multifamily development. The city also applied for CMAQ funding for the High Street and Highway 100 intersection to prepare for future residential and commercial growth.
Highway 100 turn lane: Charles reported that Lampey is under contract for the Highway 100 turn-lane project into the Oldenburg Industrial Park; a pre-construction meeting occurred and notice to proceed is expected in February, with about three months for completion after NTP.
Old Highway 100 Bridge: The committee was told MoDOT's STIP currently programs engineering funds in fiscal year 2026 but not construction funds; committee staff said they are working to identify construction funding in STIP to build the replacement bridge, including pedestrian facilities, potentially in fiscal year 2027 or 2028.
Franklin County items: Jim reported Franklin County submitted three low-water crossing conversion applications to East West Gateway totaling about $3,200,000; those applications are due Feb. 7. He also noted MoDOT has begun its biannual off-system bridge inspection.
Warren County and Interstate 70: A Warren County representative said work associated with Interstate 70 will add new overpasses and roundabouts, with a section targeted for completion by 2028. He also reported a meat packing plant project acting toward an April 15 opening and reaching full operation in about 18 months. A traffic estimate for cattle deliveries was discussed: the speaker said moving 2,400 head per day would be about 42 tractor-trailers, assuming roughly 60 head per truck.
Public transportation volunteers: The committee received a note from Taylor Miller (public transportation contact) that Franklin County is short on volunteers for the "Easy Mo" volunteer rides program; the meeting record says Franklin County currently has about one volunteer for that program and that volunteer drivers receive federal mileage reimbursement.
The committee did not take formal actions on these items at the meeting; the updates were informational.
