Commission approves preliminary plat for Du Bois Center plat 6, retains private sewer status

The Planning and Zoning Commission on Jan. 13 approved the preliminary plat for Du Bois Center, plat 6, which redraws property lines to create a new Lot 4B and establishes shared driveway easements but leaves a sewer lateral private.
Sarah (staff member) presented the proposal, saying the plat shows a “little boundary adjustment” to accommodate four lots, including Lot 4B carved off Lot 9, and a shared ingress/egress easement for driveway access. She said the green sewer line on the plan is city infrastructure but a black sewer line is private and “we do not maintain that line.” The commission was told the private lateral will remain the responsibility of the future owner of Lot 4B when the property is finalized.
The nut of the plan is that utilities and city maintenance agreements will cover the new lots except for the identified private sewer lateral. Sarah said city water serves the new lot and that most utilities are covered under the city maintenance agreements. She described the access for Lot 4B as shared with the N Sports/Enrec parking area and that no direct access from Highway 100 is proposed.
Randy Klein (applicant) spoke briefly as the project representative and said the property owner has a potential buyer for Lot 4B and anticipates the buyer will expand programs at the rec center; he confirmed the shared parking and easement arrangements. Commissioners asked questions about access, parking and which sewer segments would remain privately maintained. Sarah confirmed the city will not assume ownership or maintenance of the black sewer lateral shown on the plat; an easement will be placed but maintenance remains private.
After discussion, a commission member moved to approve the preliminary plat and a second was recorded. The commission voted in favor; the motion carried.
Commissioners did not request additional conditions beyond the plat adjustments described during the presentation. The approval moves the proposal to final plat review, at which point the private sewer arrangement and easement will be shown on the final documents and responsibility for maintenance will be clearly recorded.
