Kendall, utilities staff, told the board the city's tower-maintenance contractor provided quotes for three options. He said the contractor quoted a $21,130 charge for the Branson Pirates logo and a $3,000 template charge to apply a patriotic Branson 250 logo; option 3 would have placed each logo on opposing sides and combined charges accordingly. "The charge is $21,130 for the Branson Pirate logo," Kendall told the board.
Aldermen discussed precedent (neighboring towns with school mascots on towers), who would primarily view each side of the tower and possible mobilization costs if the contractor had to remobilize later. Alderman Howden, who introduced the school-mascot option, and several board members said the RecPlex location makes the mascot appropriate because the tower faces school and sports facilities. Alderman Schultz urged staff to avoid motions that must be amended on the floor; staff said the item was presented as options because of an imminent maintenance window.
The board first voted to amend the resolution, selecting Exhibit 1 (Branson Pirates mascot) and removing other exhibits; the amendment passed on a roll call (5-1, Alderman Denham opposed). The board then voted to approve the resolution as amended.
Staff said the tower will be drained and renovated on a tight schedule and that the contractor's mobilization and painting schedule influenced timing. Kendall said the tower's coating system is rated to last roughly 10-15 years and that ongoing tower-maintenance contracts include touch-up work if coating failures occur. Several aldermen and members of the public said the change would signal community support for local schools and sporting events; Denham voted against the mascot selection.
