Councilors outline education-first plan for town facilities survey

Councilor Gail Levesque, joined by Councilors Becky Soule and Michael Strand, updated the Bedford Town Council on May 7 about a planned facilities survey and accompanying public-education campaign intended to inform capital-planning decisions for 11 town-owned properties.
Levesque said the group agreed “we should do some education first, and that should proceed any kind of survey because the survey would sort of be null and void after some education efforts.” The subcommittee recommended developing a simple, nonleading one-page scorecard for each property listing square footage, age, top repairs needed, a general cost range, and a red/green/yellow criticality indicator. The materials would be posted online and distributed via the Bedford Bulletin and at the library, the presenters said.
The group emphasized designing quantifiable, unbiased survey questions that can be measured and aggregated. Levesque described possible question formats — single-answer, multiple choice, and Likert-style ratings — and said the survey should collect basic demographics (for example: age group and neighborhood such as West Side, East Side or North) so results can be analyzed by respondent groups.
