Council approves Blue Shield resolution to pursue Missouri public-safety designation and grant funding

The Cape Girardeau City Council approved a resolution (Bill 2,539) committing the city to criteria required for Missouri’s Blue Shield designation and enabling an application for state grant funds administered by the Missouri Department of Public Safety.

Chief Steve Glick of the Cape Girardeau Police Department told the council the Blue Shield designation highlights initiatives that strengthen law enforcement-community relations and unlocks access to a state-managed grant fund. Chief Glick said the program makes available training and equipment grants from a $10 million fund administered by the Department of Public Safety and that a municipal resolution expressing commitment to public safety is a required first step.

Program requirements: Chief Glick summarized criteria the state lists, including recent extraordinary investments in public safety, participation in community policing initiatives (crisis-intervention teams, citizen police academies and “coffee with a cop”), partnerships with regional anti-crime task forces, and data-driven tools such as license-plate readers, gunshot-detection systems and a real-time crime center. He said the Cape Girardeau Police Department already participates in many of those activities and programs and is pursuing the additional documentation needed for the application.

Council action: The council moved, seconded and approved the resolution. Councilmembers commended the police department’s groundwork and the mayor said staff will await notice of the application outcome. The motion carried with no recorded opposing votes in the public transcript.

Next steps: The city will prepare the full application and supporting documentation to demonstrate the program requirements; award of Blue Shield designation and grant funding is subject to state review and approval.
