The Cape Girardeau City Council approved the first reading May 5 of an ordinance (bill 25-57) changing zoning for property at 313130 Reagan Street from R-4 medium-density multifamily to R-3 high-density single-family residential to permit the Starvey Groves workforce housing project.
City staff told the council the change is needed because the developer plans to subdivide and R-3 would allow duplexes and townhomes in the proposed phase. Staff said the Missouri Housing Development Commission (MHDC) previously approved the project under a tax-credit workforce housing program, and the council had passed a resolution of support last year.
Planning staff also described an existing private deed restriction negotiated after an earlier rezoning: Silverthorn subdivision residents had objected to the first phase and arranged a deed restriction that imposed deeper setbacks and height limits beyond the zoning code. Staff said the project representative, Mr. Schlosser, has agreed to honor the private restriction for the current phase.
Council discussion included a question about infrastructure capacity; staff said the R-3 designation is a lesser-intensity use than what R-4 multifamily could allow in some respects and indicated there is capacity for the proposed phase. A councilmember commended the project as promoting home ownership and noted staff coordination with the state.
Bill 25-57 passed on first reading by voice vote. The developer and planning staff will continue the project review and subdivision steps required by the city and by any funding programs tied to MHDC.
