Cape Girardeau council appoints Timothy Kelly to golf course advisory board; approves consent agenda

The Cape Girardeau City Council on March 17 appointed Timothy Kelly to the JC Golf Course Advisory Board and approved its consent agenda, which included multiple plats and an agreement for improvements at 716–718 Broadway.

Timothy Kelly, who introduced himself to the council as a longtime local resident and former owner of Capital Insurance, told council members about his background and interest in serving. Kelly said he has been playing golf for about 50 years and served on a country club board, including one year as president. After a motion and second, the council voted to approve Kelly's appointment by voice vote.

Don Harris appeared as a candidate for the Historical Preservation Commission. Harris identified himself as a lifelong Cape Girardeau resident, said he holds a bachelor's degree in social studies and a master's in history from Southeast Missouri State University, and described his work as a history instructor at the Mineral Area College Extension Center and as a Lehi House board member. The consent agenda as read included multiple record plats and a resolution related to agreements for improvements at 716–718 Broadway; council approved the consent agenda by voice vote. The council also set a special City Council meeting by Zoom at noon on April 14, 2025, to declare the results of the April 8 municipal election; the motion to set the meeting carried by voice vote. The council adjourned the meeting later that evening.
