The Cape Girardeau City Council voted May 5 to rezone property at 212 Southwest And Boulevard from C-1 general commercial to R-3 high-density single-family residential (first reading, bill 25-56), after the property owner said he intended to keep and rent the building as housing.
Steven Majid, who identified himself as the property owner, told the council he purchased the building about 10 years ago and that it functions as an upstairs/downstairs duplex. “I just wanna keep it the way I bought it. I remodel it and everything. I just wanna keep it as a residential,” Majid said during the public hearing.
City staff said the structure is currently used as a dwelling but is titled as commercial; the rezoning request would align the zoning with the use and allow continued residential occupancy. There was no additional public opposition or extended debate during the hearing.
Council moved, seconded and approved bill 25-56 on first reading by voice vote; no recorded opposition was entered on the record at the meeting.
The action was presented as the first reading; any additional procedural steps required by the city code for final adoption will follow the usual ordinance process.
