Liberty council approves a series of contracts, grants and projects; all votes unanimous

The Liberty City Council on April 14 approved a batch of ordinances, resolutions and agreements covering vendor payments, public-works contracts, grants, sponsorships and small capital items. Council members voted unanimously on each item; most measures were approved after the council moved to waive the usual rules and consider items on first reading.
Key approvals included contracts or ordinances to: acknowledge vendor payments for March 14–April 4; a demolition and door-replacement contract not to exceed $30,000; material testing services for a traffic-signal/intersection project ($38,070); traffic-signal upgrades at a second intersection ($45,562.40); laboratory services at the wastewater treatment plant (not to exceed $45,000); wastewater properties work for calendar years 2025–2026 ($60,800); and a three-year sponsorship agreement with the Liberty Hospital Foundation for a half-marathon/10K/5K series (not to exceed $30,000).
The council also accepted grant funding from the Kansas City Area Transportation Authority to buy a 12-passenger bus for the Liberty Parks and Recreation Department’s Access Transportation Program, approved the acceptance of a completed traffic-signal project with Capital Electric Line Builders, Inc., and approved design and construction-phase engineering contracts for water-main and intersection-related projects, including a George Butler and Associates contract for Mississippi Street water main replacement and Prairie Street extension (not to exceed $103,822).
Among public-art and library items, the council approved a memorandum of understanding with Mid-Continent Public Library to temporarily install the city’s Humpty Dumpty sculpture and companion bench near the library entrance as part of a local activation; council members discussed a likely temporary placement of a few months up to about six months and asked staff to emphasize security measures for the piece while it is on loan/placement.
Other construction and capital approvals included awarding the Plummer Rose storm-sewer repair project ($180,398.94) and a material-testing contract for the M-291 Bluejay Drive traffic-signal and intersection improvements project ($38,070). For each of the listed ordinances and resolutions the council waived rules to consider on first reading and then approved the measures in unanimous vote.

Council members did not record any “no” votes on the items listed. Several items drew brief questions about phasing and project scope (for example, the George Butler agreement was described as taking the project from Maple to Prairie Street so future sidewalk work would not be impeded). The MOU for the Humpty Dumpty placement prompted the only substantive operational question, with a council member asking staff to ensure the sculpture and bench would be secure while moved around as part of a library social-media activation.
All ordinances and resolutions noted above were approved on April 14 and are subject to the usual administrative processes for contract execution, project scheduling and grant acceptance.
