Wayne City Council approves contract corrections, mutual-aid update and proclamations

The Wayne City Council on March 4 approved several routine and contract items, including a $5,000 balancing change order on a 2023 pavement project, renewal of a three-year assessing contract, adoption of an updated Western Wayne mutual-aid agreement, and a proclamation for Women's History Month.
Council voted to approve change order number 4 with G. V. Cement Contractors for the 2023 concrete pavement removal and replacement project. The change order corrects a prior billing oversight of $5,000 and keeps the contract total at $513,934.63; the work is to be paid from the road millage fund. Mike Souch, the city's director of public services, told the council that change order number 2 had been submitted for $39,000 instead of the $44,000 that was built in the field and that the current action simply corrects that oversight.
The council also approved a new three-year contract with Wayne County Assessing (WCA). The contract includes a 5% increase in the first year and adds an additional half day of in-person service for residents. Jennifer, a contract assessor with WCA, told the council assessing services are required by the General Property Tax Act and described the assessor's duties.
Police Chief discussed and the council approved the updated Western Wayne Mutual Aid Agreement, which the chief said covers mutual assistance among 22 Western Wayne County communities for emergencies, civil disturbances and natural disasters. The city attorney reviewed the agreement and raised no concerns.
Council approved a City of Wayne proclamation declaring March 2025 as Women's History Month, adopting the 2025 state theme "Moving Forward Together: Women Educating and Inspiring Generations." The city clerk read the proclamation into the record.
Other routine items approved included minutes and consent calendar items listed on the agenda. Where votes were taken the minutes record voice votes with the council saying "Aye" and the chair declaring the motions carried; individual roll-call tallies were not recorded in the meeting transcript.
The council took no actions that require additional staff direction beyond implementing the approved contracts and recording the proclamation.
