County staff said four bids were received and the consultant recommended AR Chesson as the low bidder; the board delegated signature authority to the county manager to finalize contract documents and any selected bid alternatives.
Commissioners discussed funding sources for the project. Staff said the bulk of project funding—about $4 million—was appropriated by the North Carolina General Assembly; additional state-aided funds cover a portion, and county match is small, described as $29,000. Tourism development authority action at the special meeting also transferred $29,000 to be used toward the taxi lane and hangar project.
A commissioner asked whether a prior working relationship with the low bidder required recusal; the commissioner said they had performed work for the company a few years earlier. After discussion he determined no recusal was required.
The board voted to approve the award and to delegate signing authority to the county manager.
Ending: County staff will proceed with contract execution consistent with the award and will return to the board if the board-recommended bid alternatives are selected or if additional county funds are required.
