The ordinance was introduced and considered under suspension of the rules and adopted by roll call.
• Contract award — South Country Club side path (Sam Gaines Construction Inc.): Adopted. Council authorized the mayor and city clerk to execute a contract with Sam Gaines Construction Inc. in the amount of $217,610 for a roughly 1,600-foot sidepath from the Fairgrounds/South Country Club intersection to the Turtle Creek subdivision. The project implements a TAP grant covering about 78% of costs; the remaining funds are from local sales tax.
• Ordinance 2024-085 — Personnel policy (standby/on-call differential): Adopted. The council amended the compensation plan to memorialize and increase the differential for bus drivers whose work spans more than 10 hours in a day. Staff described the change as increasing the differential to provide additional pay for long-shift schedules and to help with recruitment and retention.
• Ordinance 2024-086 — Purchasing and finance code amendments: Adopted. The finance committee recommended changes to streamline procurement thresholds, clarify surplus language and exempt certain professional services and resale items from specific competitive processes.
• Resolution 2024-044 — Endorsing the Downtown Association’s Missouri Main Street application: Adopted (10–1). The resolution supports the Downtown Association’s application for grant funding through the Missouri Main Street program. Councilmember Schwartz recorded a single dissenting vote; other recorded votes were in favor.
Several other real-estate and development agreements were introduced for properties in the East Capitol redevelopment area (including proposals with GKS Management LLC for 517–519 East Capitol Avenue and 320 East Miller Street) and will return for further consideration at a future meeting.
