During public comment at the Jefferson City Council meeting, residents raised two recurring neighborhood concerns: unmonitored dumping at the city yard‑waste site and repeated noise from truck engine/exhaust brakes within city limits.
Yard‑waste dumping
Daryl Bridal, who identified himself during public comment, said he had observed contractors coming to the unstaffed yard‑waste site and leaving large logs and material, which he described as a burden on taxpayers because the city then pays grind/grindings costs. Bridal said he had taken photos from the road and offered to volunteer to help monitor the site. “We have some people that's what I call fly by night that's coming in and dumping,” Bridal said.
City staff responses and follow-up
City staff indicated there is signage at the site and information on the city website and said the site is currently an honor system. Staff confirmed there is at least one camera (a flock camera) at the site and that staff believed they could pull photos from it. A council member told Bridal that staff were "committed to finding some solutions" and that volunteers were a possible option; Bridal said he would sign up to monitor if the council authorized volunteers.
Truck exhaust brakes and noise
Matt Voss raised a separate concern about loud truck exhaust (engine brake) use within city limits and urged city signage to make drivers aware that the brake noise is a nuisance. Voss said the traffic and safety committee had sent the noise‑ordinance item back to council for consideration and suggested signage would change driver behavior: “I really believe that if we just put signs up, it would really help the situation a lot,” he said.
Council and staff notes
Council members asked staff about camera availability, site hours and whether the yard‑waste site was open on an honor system; staff confirmed it is currently honor‑based and said they could push out public notices and examine camera images. Regarding the truck‑brake issue, council members noted the traffic and safety committee had reviewed a proposed noise ordinance and recommended returning the matter to council for further action.
Ending
Staff said they would follow up on the yard‑waste complaints and that the city could communicate rules more broadly; the truck noise matter remains under consideration after committee review and may return to the council for ordinance action or signage and enforcement options.
