Blue Springs launches comprehensive strategic-planning process with BerryDunn

The Blue Springs City Council heard a kickoff presentation Jan. 21 from BerryDunn, a nationwide management and IT consulting firm hired to lead the city’s next strategic-planning effort.
Jen Ferguson, a senior consultant with BerryDunn, described the four-phase FACES-style approach: project planning and management, stakeholder and community engagement with interviews and community forums, plan development (workshops with council and city leadership), and an implementation/action-planning phase tied to budget alignment and performance dashboards. BerryDunn plans on-site stakeholder interviews March 25–27 and has scheduled council workshops in early May with a draft plan presentation expected in June and implementation planning in August–September.
Ferguson said the strategic plan will set priorities and a 3–5 year action framework, distinguish the plan from the city’s comprehensive and parks master plans, and emphasize a results-oriented implementation plan with measurable outcomes. The consultant said BerryDunn will provide community-engagement tools including a Social Pinpoint site for virtual input and will coordinate in-person forums while working with city staff on stakeholder interviews.
Council members expressed support for the process and the planned resident engagement. Ferguson said BerryDunn has been retained as the city’s consultant for the parks and recreation master plan work as well, and the firms’ work is intended to align with other city planning efforts.
The presentation did not seek an action vote; it served as an orientation to upcoming public engagement and internal workshops that will form the strategic plan’s goals, objectives and measures.
