BLUE SPRINGS, Mo. — The Blue Springs Planning Commission on May 12 approved a conditional use permit for B Lashed Inc., a microblading studio at 103 Southwest Main Street, Unit E, allowing the business to operate in the downtown commercial district subject to two staff conditions.
Planner Frey described the request and noted that state law classifies microblading as a form of body art under Missouri law. "In the state of Missouri, the service is regulated under the Missouri revised statutes of chapter 324, and practitioners must be licensed to the Missouri Division of Professional Registration," Frey said, adding that the license ensures required standards for training, hygiene and facility conditions.
The applicant, Britney Manning, told commissioners she has operated her spa in downtown Blue Springs for four years. "I have clients that come from all over," Manning said. "I do microblading ... I have clients that have had cancer that I help." Property owner Kimberly Compton testified in support and said Manning "has enhanced the property greatly" and attracts clientele that help revitalize the area.
Commissioners asked whether approval would be limited to microblading or permit other body‑art services. Frey said the city’s business license specifies the services allowed and that the conditional use is for the body‑art land‑use classification; commissioners noted they could add a condition to limit services if desired. The commission approved the CUP with the two staff conditions by roll call; the motion carried unanimously. Chairperson Harrison Henning said the matter will be heard by City Council on Monday, May 22, 2025 at 6 p.m. in the same room.
The conditional use permit was recorded in the meeting as CUP 04259533 and approval by the commission is a recommendation to the City Council, which holds final decision authority.
