The Florissant City Council on Jan. 27 adopted an ordinance authorizing a special-use permit for Linda and Zoe LLC, doing business as Go Go Boba Cafe, to operate a sit-down, carryout and drive-through restaurant at 1285 North Highway 67.
The council completed the bill’s three readings during the meeting. Before the final vote the clerk polled the members; the clerk recorded affirmative votes from Manganielli, Caputo, Childress, O'Donnell, Parson, Siam and Harris, and the bill passed and was filed as Ordinance No. 9031.
A civil engineer representing the project, Mark Kilgore of THD Design Group, said he and the owner were present and thanked the council. No members of the public spoke against the proposal during the hearing. The ordinance authorizes the special-use permit in the B-3 extensive business district; the transcript identifies the property street address but does not record additional permit conditions or traffic-study details beyond the standard review and permitting process.
The council placed the bill on second and third readings in the same meeting and completed the final roll call vote to adopt the ordinance.
