The Florissant City Council on March 10 approved several formal actions including the transfer of a catering special-use permit, reappointments to the emergency management commission, the approval of a beer-and-wine license for a restaurant, and a resolution naming March 16 Saint Patrick’s Day in the city.
Ordinance: The council approved an ordinance transferring special-use permit number 8417 from 1 Dish Wonders LLC (d/b/a 1 Dish Wonders) to Cajun Kitchen LLC to allow a catering business at 115 Flower Valley Shopping Center. The item proceeded through a second reading and a third-reading motion; before the final vote the council asked for public comment and heard none. The bill was recorded in the transcript as "Bill 10052" and was stated to "pass and become ordinance number 9050." The transcript does not contain a roll-call tally for the final ordinance vote.
Licenses and appointments: Councilman O'Donnell moved and Councilman Egan seconded the approval of a beer-and-wine-by-the-drink license for Gossip Pasta LLC at 557 Howdershell. A roll-call vote recorded "Yes" responses from Councilmen Egan, Caputo, O'Donnell, Harris and Manganielli; the motion carried and the license was approved.
A separate request for a full liquor-by-the-drink license for V Nail Lounge (13933 New Halls Ferry Road) was moved by Councilman Egan but was not seconded; the motion was not advanced and no approval was recorded in the transcript.
The mayor moved to reappoint Robert Seals (Ward 4), Brian Gettemeyer (Ward 6) and Daniel Cunningham (Ward 8) to the Emergency Management Commission; the council approved those reappointments by voice vote.
Resolution: The council adopted Resolution 1066, declaring March 16, 2025, as Saint Patrick's Day in Florissant and renaming the Valley of Flowers as the "Valley of Shamrocks" for that day. Council members who recorded "Yes" in the roll-call vote included Egan, Caputo, O'Donnell, Pagano, Siam, Harris and Manganielli. Council members who serve on the event committee described planned parade and festival activities for March 15–16 in the public record.
First readings: The council introduced but did not vote on three bills for first reading: an ordinance to add an article on mobile food vendors to chapter 605 (business regulations); an ordinance to add a permit fee for food trucks to parks fees in chapter 245; and an ordinance authorizing the mayor to enter into an exclusive license agreement extension with Gateway Disposal LLC for city solid-waste collection services. Those items were referred for further consideration.
Final procedural notes: The council approved work-session and regular meeting minutes earlier in the meeting and adjourned after routine announcements.
