Toast Time seeks Sunday hours; applicant says Sundays would be limited, no hookah or ticketed events

Brandy Gaston appeared before the Florissant City Council to request an amendment to an existing special-use permit for Toast Time (Toasted Up LLC) at 12781 New Halls Ferry Road to allow Sunday operating hours.

Why it matters: The applicant sought limited Sunday service to accommodate early- or late-day sporting events, small private gatherings and brunch customers in a shopping-center location where parking and shared lot maintenance are considerations for adjacent tenants.

Gaston told the council she did not intend to operate late on Sundays and said Sunday hours would likely end by 11 p.m. She said the business would not reintroduce hookah or cigarette smoking and would not host ticketed events: “No, sir. None of them. No, sir.” Council members asked about prior window coverings and whether curtains or screening exceeded the city’s 15% permitted screening for windows; the applicant said window tinting and interior treatments had been used and that staff would check the code requirement.

Council members also asked whether the business would commit to parking-lot cleanliness; Gaston indicated she would “do [her] part” to maintain the area. The public hearing closed after questions. The amendment was listed as bill 10037 (first reading); the transcript shows no final ordinance adoption or vote on the amendment at the Feb. 10 meeting.
