The bill, sponsored in committee by Senator Pope, amends the compact language to replace two instances of the word "sections" with "chapters," aligning the compact text with standard statutory structure. "All that we are really doing on this bill is making a change to where there are 2 sections, 2 places in here that uses the word sections, and it needs to be changed to chapters," Senator Pope told the committee.
The compact addressed by the bill is the Interstate Compact on Educational Opportunity for Military Children, an agreement among states that covers student enrollment, records transfer, placement and attendance, graduation requirements, extracurricular activities and special education services for children of active-duty military families. Beth Mann, school liaison program manager at Kirtland Air Force Base, told the committee the compact "is used by all 4 New Mexico military installations school liaisons to help our military connected children level the educational playing field during their mini school transitions" and urged support for the bill.
Committee members asked whether local school liaison officers (SLOs) are included in the compact’s operational work. The record shows SLOs do work directly with off-base schools on placement and records issues, but the bill does not add new operational duties for SLOs; it is limited to the textual change described by the sponsor.
On a roll-call taken at the end of the hearing the committee reported a do-pass recommendation by a vote of 10 to 0.
The committee’s action is a recommendation; the bill will next proceed according to Senate rules for further consideration on the floor or in subsequent committees as determined by the legislative calendar.
