Committee recommends due pass for bill adding organ-donor option to licensing and application forms

The Senate Health and Public Affairs Committee gave a unanimous due-pass recommendation (9-0) to Senate Bill 118, which would add an option on a range of state application and licensing forms for applicants to indicate whether they wish to be an anatomical donor (whole body or parts).
Sponsor Senator Stefanik said the measure came from the interim legislative health and human services committee and was intended to increase awareness and capture donor intent on forms used across state agencies. The Regulation and Licensing Department told the committee it does not take a position on the policy but noted that the fiscal impact in its fiscal-impact report was not included in the department’s current budget and that an appropriation or authorization would be required to carry out the mandate if the bill passes.
No opposition was recorded at the hearing. Supporters and the department suggested the change is common-sense and would help donation programs identify potential donors. The committee voted 9-0 to recommend due pass and forwarded the bill for further consideration.
