Committee backs extending sunsets for five professional boards after amendment

The Senate Health and Public Affairs Committee amended and recommended a due pass for Senate Bill 113, which would extend sunset review dates for five licensing boards and commissions.
Sponsor Senator Campos said the amendment extends review periods to ease administrative burden and give small boards more time between legislature oversight cycles. "We're looking to go from the 6 years to 10 years to allow those boards and commissions to effectively carry out their assigned tasks while still providing oversight," he said.
Robert Loftus, chair of the New Mexico Board of Landscape Architects, testified that extending the period reduces disruption for a small profession that requires licensed practitioners for public capital projects. "Every 6 years the fate of the landscape architecture profession comes up and it's very disruptive to the work that we do," he told the committee.
Volunteers from the New Mexico Association of Landscape Architecture and a public member of the Water Quality Control Commission supported the amendment, saying it relieves strain on small volunteer-run organizations. The committee adopted the amendment and then voted 9-1 to recommend the bill with the amendment.
The bill, as amended, sets new sunset dates (changed in the amendment) for the board of barbers and cosmetologists, the board of nursing home administrators, the board of landscape architects, the Water Quality Control Commission and the Coal Surface Mining Commission. The sponsor said the Legislative Finance Committee recommended continuation of the groups during interim review and that the amendment was intended to space reviews to reduce administrative burden.
The committee forwarded the amended bill with a due-pass recommendation to the next committee.
