Senate Finance subcommittee endorses technical and executive-request language changes for House Bill 2

The Senate Finance language subcommittee voted to adopt a package of technical edits and to forward executive-requested language changes for House Bill 2 to the full Senate Finance Committee on Oct. 12, 2025.

The subcommittee’s action covers two spreadsheets presented by committee staff: a “recommended technical changes” file that corrects capitalization and minor drafting errors in House Bill 2, and an “executive ad requests” file that compiles language-change requests that came from the executive branch. Adrian Avila, committee staff, told the subcommittee the smaller spreadsheet contains 45 technical edits and the larger file tracks 54 items addressed in prior subcommittee meetings plus additional “purple” items newly submitted for consideration.

The technical changes are largely editorial — removing unnecessary language, correcting capitalization and replacing ambiguous terms (for example, changing “rural service grants” to “rural air service grants” where applicable). The executive-request file lists the agency, business code, type of change, suggested statutory text, executive rationale, LFC commentary, and a recommendation column that the subcommittee used to record whether it would keep or change the language.

The subcommittee specifically flagged recent additions (the “purple” lines) for further verification before full-committee action. Those items include a request from the Administrative Office of the Courts to extend an appropriated three-month expenditure period; workforce and education reauthorizations tied to Energy Transition Authority (ETA) funds and San Juan College; a Department of Health reallocation proposal within a 2022 $9 million violence-intervention appropriation to allow opioid-prevention activities and specified earmarks for sexual-assault and domestic-violence services; a Corrections Department reauthorization for medication-assisted-treatment funding; a recurring RPS earmark shift at the University of New Mexico for Project ECHO behavioral-health purposes; a Department of Transportation reauthorization tied to a federal grant; an economic-development tweak to allow multiple Quantum Venture Studios applicants; and an insurance-office edit adding “mitigation” to FAIR-plan language.

Senator Trujillo moved adoption of the technical changes; the subcommittee roll call recorded Senator Tobiasin, Senator Trujillo and Senator Campos voting yes. The subcommittee then moved the executive ad requests and noted staff should verify numbers and recent submissions before the full Senate Finance Committee considers the package.

Senators on the full committee later adopted the subcommittee recommendations on the floor and instructed Legislative Finance Committee (LFC) staff to draft conforming amendment language for the full committee packet. Committee staff said funding negotiations were expected to conclude the following morning and that the special subcommittee would continue to reconcile the flagged “purple” items.
