Committee sends documentary funding request to Finance after debate on precedent and budgeting

Sponsor Senator Campos told the committee the school’s official, legal name remains Northern New Mexico State School and that the request is for a special projects allocation rather than a base budget line. Committee members pressed whether such projects should be included in an institution’s regular budget and warned of setting a precedent that could prompt many similar requests.
Senator Thornton said he supported the project’s subject and the school’s capability to produce a documentary but declined to back the request because he preferred institutions include such projects in their annual budget asks. Senator Boone and other supporters said the school has experience and capacity for documentary production and noted prior instances where special project funds (RPSPs) were used for similar purposes.
After public testimony from education coalitions and practitioners supporting the film and the bill’s substitute language, Senator Thorton offered a motion of "no recommendation" that would move the request to Finance. The committee recorded the motion and sent the bill to Finance with no recommendation.
