Committee approves amended bill on non-repairable vehicle certificates after towing community changes

A legislative committee voted to pass HB99 as amended Tuesday after sponsors said they revised language to address concerns raised by towing companies.
Sponsor Representative Anna Nordno and a co-sponsor explained the amendments were adopted after consultation with towing stakeholders. One amendment inserts language requiring payment of applicable towing and storage charges and limits evidence-of-ownership disclosures to privately owned passenger vehicles, expressly excluding commercial vehicles from that portion of the statute.
Representative Ramirez moved adoption of the amendment for discussion; Representative Hakim Hille seconded. After committee discussion, members voted on the amended bill. The committee recorded affirmative roll-call responses that included Representative Armstrong, Representative Borrego, Representative Hernandez, Representative Hockman Behill, Representative Jones, Representative Lundstrom, Representative Romero, Vice Chair Latta and Chair Dela Cruz; the chair announced the bill carried as amended.
A member of the towing community asked for and received the exclusion of commercial vehicles from the evidence-of-ownership disclosure. The sponsor stated the change was made “after speaking with the members of the towing community that had issue with the first draft of the amendment.”
The committee’s actions included adopting amendment 230594.1 (the sponsor said the draft had earlier included amendment ending in 076.1 at a previous meeting) and then approving the bill as amended.
