Santaquin approves budget amendment and awards contract to finish Orchard Hills ballfield lights

The amendment and the contract clear the way to finish a three‑year project whose costs have risen since it began. Shannon, a city staff member who presented the amendment, said the city "increase[d] that line item from 0 to 16,600" for police donations and that the park impact fees revenue would be increased by "$140,000" from fund balance to finish the Orchard Hills lights.
Shannon described the donation accounting change as a matched expenditure: "a new expenditure line item for use of those donated funds in the same amount, 16,600." On the parks side she said the Orchard Hills ballfield lights expenditure line would be increased to reflect higher project costs.
Council members then considered bids to complete the final electrical work. City staff said crews had stood the poles and towers, and that the remaining work would connect conduits and complete wiring and scoreboard hookups. Jason, a city project speaker, said crews had proposed boring conduit under turf to avoid digging long trenches and that, "I would anticipate with the next 2, 2 and a half months that they could probably go on and get most of this taken care of." He also reported that the towers were already stood and that some poles are 30 feet and one is 50 feet tall.
Councilmember (name not specified) moved to award the contract and Councilmember Brian Hart seconded. The council voted in favor and approved a contract to Inner West Electrical Contractors (IEC) for a not‑to‑exceed amount of $188,600.
The council framed the votes as completing a long‑running project: the mayor noted the work spanned three years and thanked staff for making the budget and contracting adjustments so the city could finish the lights in time for spring ball.
City staff said the added park impact fee money and the awarded contract together are intended to close out the remaining work and make the fields operational.
The council approved the budget amendment (Resolution 01‑03‑2025) and the contract award in the same meeting; staff said the combined steps put the project on track for completion within the next few months.
