Committee approves study of microcredentials and how they link to teacher degrees and licensure

Representative Henry Pettigrew presented House Memorial 32, which asks the Public Education Department and higher education institutions to study whether microcredentials can be recognized for college credit or otherwise aligned with master’s degree programs and teacher licensure pathways.

"As teachers move through their early teaching and into their next levels of licensure, what does that conform to?" executive-education advocate Stan Rounds said, describing recurring questions about how district-provided training and microcredentials intersect with higher-education degree programs.

Proponents described microcredentials developed in collaboration with PED and New Mexico higher-education institutions that cover classroom environment, assessment literacy, multi-tiered systems of support, culturally and linguistically responsive instruction, and family engagement. Witnesses said microcredentials have practical, immediate classroom benefits but asked whether higher-education institutions can accept those credits toward an advanced degree.

Committee members and witnesses emphasized inclusion of teachers’ voices in any study and noted the potential for microcredentials to ease the path to higher licensure or reduce attrition among early-career teachers. Representative Garrett and other members said microcredentials provided valuable, immediate professional learning for new teachers who are juggling heavy workloads.

The committee adopted a do-pass recommendation for House Memorial 32; the transcript shows the committee approved the memorial and referred it to the interim study process. No roll-call tally was recorded in the transcript.
