Committee advances bill to restore streamlined process for salvage-title transfers

The House Commerce & Economic Development Committee voted to give House Bill 99 a do-pass recommendation as amended after proponents described the measure as a fix to a statutory gap that interrupted streamlined title transfers for total-loss vehicles.
Scott Scanlon, a registered lobbyist testifying for Copart, told the committee the salvage auction industry needs HB 99 because the state halted a 2016 affirmation-certification process in 2023 when officials questioned statutory authority. Scanlon said the bill would restore a clear statutory path so insurance carriers and salvage yards can transfer titles for total-loss vehicles when previous owners cannot be located.
Scanlon said the draft had been revised after concerns from the towing industry and that he had worked with Representative Armstrong and other stakeholders to reach language acceptable to affected parties. The sponsor and witnesses stood for committee questions but reported no on-floor opposition during the hearing.
After a brief discussion the committee voted by roll call; the clerk announced a final tally of 11 yes, 0 no on the do-pass motion as amended. The committee’s action sends the revised statutory language forward for further consideration.
