Committee approves transfer of $500,000 from county DWI grants to DFA administration

Representative Brown presented a bill on behalf of Senator Leo Jaramillo to redirect $500,000 from the liquor excise tax allocation used by county DWI programs into administration at the Department of Finance and Administration's (DFA) Local Government Division. Brown said the change would provide additional oversight, evaluation and management for the 33 county DWI programs and would not affect the general fund.
Under the proposal discussed, 45% of liquor excise tax revenue funds county DWI programs; the bill would take $500,000 of the roughly $22 million distributed for that purpose and allocate it to DFA for administration and oversight. Committee members were told the tradeoff would lower grant amounts to local programs slightly but potentially improve program management through centralized administration and evaluation.
The committee moved and seconded the bill (mover: Representative Sanchez; second: Ranking Member Chatfield) and adopted the measure with no opposition recorded on the transcript. Staff noted the change would not impact the general fund and that the money is part of existing excise tax receipts.
The committee advanced the bill to the next legislative stage; the measure's details, including implementing guidance to counties and precise grant reductions, will be handled by DFA if the bill becomes law.
