4‑H youths ask Kingman to allow backyard waterfowl; council directs city manager to study ordinance change

At the Call to the Public, Tracy Bowen, representing Mohave County 4‑H, and a group of youth members asked the council to consider amending city code to allow waterfowl on residential properties within Kingman city limits.
Bowen introduced youth who attended and said the request was intended to provide opportunities for 4‑H projects. Abigail Tyler told council that raising waterfowl teaches responsibility, time management and problem-solving skills and provides educational opportunities for youth. Caleb Tyler said other cities have adopted rules that permit responsible waterfowl ownership and offered examples of common regulatory approaches: limits on numbers, cleanliness requirements, setbacks from property lines and waste-control measures.
Mayor thanked the youth and said the council would direct the city manager to look into the matter and examine potential ordinance changes. No ordinance language or timetable was adopted at the meeting.
