Kingman consolidates general plan implementation into plan, raises major-amendment threshold to 320 acres

City Council approved two related measures to align the Kingman Municipal Code with the City’s 2040 General Plan and change amendment thresholds.
Staff explained the municipal code contained implementation language duplicated in the general plan. Ordinance 19 74 repeals portions of municipal code sections 2-136 and 2-137 and moves implementation language into the General Plan to create a single, cohesive location for administration and amendment procedures. Jason (planning staff) said state statute now allows amendments to be heard within 12 months from the date of application and the municipal code amendment reflects that statutory change.
The council then approved GPA 25-001 (Ordinance 19 75), a general plan text amendment that revises the table of minor/major amendment thresholds. The amendment raises the acreage threshold so that changes of 320 contiguous acres or more from one residential land use to another are treated as major amendments; 20–319 acres would be minor amendments. The table also separates commercial and open-space categories and clarifies which changes are major versus minor, with the stated purpose of encouraging development opportunities while preserving open space where appropriate.
Jason said the Planning and Zoning Commission recommended approval 7–0. Council opened and closed public hearings and voted to adopt both ordinances.
