Council approves formation of Meadowridge Road District after resident petition

The Harrisburg City Council approved Resolution 2025-09 to authorize the formation process for the Meadowridge Road District, a county road district that would serve properties east of Highway 11 and south of 270 Third.
Chad Heavey of Planning and Building Services told the council the process is governed by South Dakota codified law and that, in territories within a municipality’s jurisdiction, the petition or resolution must be filed with the city before county action. He said the proposed district includes 27 parcels and that 21 of those parcel owners signed the petition to create the district.
Heavey said the petition and associated materials have been filed with the county auditor and the district’s petition was represented by attorney A.J. Swanson. With the council’s approval, the packet will be forwarded for the county and state-level steps required under statute.
A council motion to approve the resolution was seconded and carried on roll call.
