Council approves $819,600 work order for Southeast infrastructure improvements, phase 2

Harrisburg — The Harrisburg City Council approved Work Order 24232 with Stockwell Engineers for Southeast infrastructure improvements Phase 2 at an engineering cost of $819,600, excluding sales tax.

Stockwell Engineers presented a revised, scaled-back Phase 2 scope to match about $6,000,000 remaining in the project funding package. The scope approved covers a portion of Willow Street and sections of Milwaukee Avenue, Green Avenue and Main Street (shown in the meeting materials as the area highlighted in purple). Council and staff said the work focuses on locations where sewer and water upgrades are needed.

Presenters said Phase 1 areas (shown in white in the materials) remain under contract from prior construction and will be completed separately. The materials and discussion noted the available $6,000,000 is intended for sewer and water work; some stretches of Willow Street that lack water or sewer were therefore excluded from this funding package.

Staff and Stockwell representatives discussed potential options to fund the remaining estimated $1.8 million for the excluded Willow West sections, including bonding strategies and buying down existing State Revolving Fund loans; a comprehensive discussion on funding options was tentatively planned for meetings in March.

Councilmembers voted to approve the work order on a roll call; the mover and seconder were not specified in the meeting transcript. The council recorded unanimous yes votes among members present.

Officials said the project would likely be bid in the winter for 2026–27 construction, allowing additional time to coordinate funding for adjacent segments so the city would not have to reopen newly completed areas in a short period.
