Staff proposed a written timeline in the program materials to remove ambiguity: application, permit submittal, construction start and completion with an explicit grace period that cannot extend beyond six months.
Merchants who reviewed the draft asked that the program allow property owners to install pet‑waste stations and similar small pedestrian amenities; staff agreed to add those to the list of approved exterior improvements. Staff also said the town tentatively set $50,000 in the budget for the program, with potential to allocate additional positioning funds if available.
Staff said next steps are to reconcile the legal edits with the program sections, add a clear timeline and grace-period language, include pet-station items in the eligible improvements list, and return a final draft to council. No program grant awards were approved at this meeting.
