Council adopts tentative $1.46 billion fiscal year 2026 budget and sets public hearing dates

The Glendale City Council adopted Resolution R25-39 to set a tentative budget for fiscal year 2026 totaling $1.46 billion and to set dates for public hearings on the final budget and property tax levy.
Levi Gibson, director of budget and finance, said the proposed tentative budget is $1,460,000,000 and includes an operating budget of $710,000,000, a capital improvement plan budget of $478,000,000 and a debt service budget of $115,000,000, plus a contingency appropriation of $157,000,000. Gibson said the total revenue budget is $1,020,000,000 and the transfer budget is $223,000,000. He told council the tentative budget does not include an increase to the property tax rate.
The council set June 10, 2025 at 5:30 p.m. at the Civic Center for the public hearing on the fiscal year 2026 budget adoption and property tax levy, and June 24, 2025 at 5:30 p.m. at the Civic Center for the property tax levy adoption hearing. The resolution was approved by roll-call vote; council members voted unanimously in favor.
“This item is to adopt the tentative budget for fiscal year 2026. Once the tentative budget is approved, the final budget can be lower, but it can't be higher,” Gibson said during his presentation. Council approved the recommended action and staff will return with the final budget for the advertised public hearing dates.
