Board initiates Title III process for sheriff’s search-and-rescue incident command trailer application

The Tillamook County Board of Commissioners voted May 14 to initiate the Title III project review process required by the Secure Rural Schools and Community Self-Determination Act (Public Law 110-343, as amended by Public Law 115-141) for one application received for fiscal year 2024–2025.
Isabel Gilda, administrative analyst, told the board she advertised a 21-day solicitation and received a single application by the April 29 deadline: a search-and-rescue incident command trailer proposed by the sheriff's office that requests $215,000. Gilda said Title III funds are federal pass-through payments that the county may allocate for specified purposes under the act and that the county had approximately $100,000 in Title III funds available (she later said the balance was approximately $160,000 when interest accrual was considered).
Gilda outlined next steps: a required 45-day public comment period beginning May 20, publication in the Headlight Herald, and a public hearing before the board on July 16 to consider comments and obligate funds. Undersheriff Kelly was present for technical questions about the trailer. Gilda and the board noted the applicant identified additional funding sources: donations of about $18,000 and $94,000 from the Sheriff's Trust Fund, with the Title III request listed as $103,000 in the application materials and $215,000 as the overall ask.
Commissioners moved and seconded initiation of the Title III project process; the motion passed by voice vote. Staff emphasized that other Title III-eligible uses, including Firewise programs and yard-debris vouchers, remain in operation through alternate funding and that this initiation step begins the statutorily required public notification and hearing sequence.
