County awards East Creek retaining wall contract after multi-year delay from 2015 storm work

Chris Lady, public works director, said the East Creek project was delayed while the county secured permission to access the lower end of the wall across U.S. Forest Service property: "This project is one of the final of the 2015 storm events… it got hung up in the environmental world… we needed permission on Forest Service property to get to the lower end of that wall." He recommended awarding the contract to Lyda Excavating, the low bidder and a contractor known to county staff.
Commissioners moved and seconded approval; the motion passed by voice vote. Staff said Lyda Excavating previously completed local projects, including Oceanside ramp staircases, and is expected to complete the wall in a timely manner. The board did not attach additional conditions during the vote.
