Public Works described the trail as a popular but hazardous local path between Oceanside and Cape Meares Loop that needs renovation. Public Works recommended a $51,529 agreement with Trailkeepers of Oregon to produce design plans and organize volunteer construction parties; commissioners said the Ped/Bike Fund will cover the project’s construction costs.
Commissioners and staff emphasized preserving the trail’s rugged character while addressing safety concerns. County officials noted Trailkeepers’ statewide volunteer capacity and technical expertise and said the contract will use volunteers for much of the labor while Trailkeepers’ staff provide technical direction and layout.
The board approved the professional‑services agreement on a voice vote.
