Commissioners approve resilience plan contract, public‑health planning agreement and waste‑hauling change order

The Tillamook County Board of Commissioners approved three agenda items on March 12 by voice vote.

Resilience plan contract: The board approved a personal services agreement with Rock West Consulting to develop a Tillamook County Resilience Plan. Randy Thorpe, director of Emergency Services, told the board the $50,000 contract is fully grant‑funded by the Oregon Department of Energy to support development of a county energy resiliency plan. Thorpe said the county lacks local generation and that the plan will engage partners including the Tillamook People’s Utility District. The agreement was moved, seconded and approved by voice vote.

Public health strategic plan: The board approved personal services agreement number 24/25/21 with the Reid Group to complete public health modernization and strategic planning work for the Health and Human Services Department. Marlene Putman, administrator for Health and Human Services, said the $50,000 contract is funded with public health modernization funds (program element 51‑01) and covers work to align the department’s strategic plan with a community health needs assessment and modernization requirements. The contract term was described as March 3 through June 30, 2025. The motion was moved, seconded and approved by voice vote.

Solid-waste hauling change order: The board approved change order No. 1 to General Services contract No. 6614 with Recology Western Oregon to continue hauling municipal solid waste and yard debris from the Manzanita Transfer Station to the Tillamook Transfer Station. Solid‑waste program manager Justin Leese said the change order includes CPI adjustments, multiple container‑haul price tiers and an effective date of March 1; he noted a minor administrative delay in final signatures. The motion was moved, seconded and approved by voice vote.
