Commissioners approve $25,285 mining‑plan consultation for Nehalem Quarry expansion

The Tillamook County Board of Commissioners on Jan. 29 approved a professional services agreement with Shannon & Wilson to produce a mining plan consultation for the county‑owned Nehalem Quarry.
County staff said the county operates two rock pits, including the Nehalem Quarry on North Fork Road, which provides material for gravel roads. The pit requires expansion to continue supplying aggregate; the first step is a mining plan to support permitting with the Oregon Department of Geology and Mineral Industries (DOGAMI). Shannon & Wilson previously handled quarry planning and permitting for a county expansion in 2014, staff said.
The professional services agreement was presented at $25,285. Commissioners moved and passed the agreement by voice vote. Staff noted that road department work is funded from the roads special revenue fund rather than the general fund.
The mining‑plan consultation will inform permitting, potential blasting and crushing operations (crushing is contracted out by the county). The county does not currently perform crushing in‑house; the new plan will define the steps needed to expand and permit continued extraction.
