County amends Troop HR contract to complete job classification study; 186 jobs reviewed, 33 substantive recommendations expected

Tillamook County commissioners on Jan. 15 approved a contract modification to Troop HR Inc. to complete a countywide job classification study.
Rachel Hegarty, Tillamook County chief administrative officer, told the board Troop began the study Aug. 1 and has analyzed 186 unique job descriptions — more than the 140 jobs in the original contract due to oversights and newly created positions, particularly in the library and health departments. Hegarty said most job descriptions will receive minor formatting updates and that Troop identified roughly 33 positions requiring substantive classification recommendations.
The modification adds hours (not a time extension) to allow Troop to finalize work on the additional job descriptions. Hegarty said staff received Troop’s recommendations the previous day, will review the proposed reclassifications and then communicate next steps to employees. Commissioners expressed support for concluding the work.
The motion to approve modification No. 1 passed by voice vote.
