Tillamook County commissioners voted Jan. 15 to authorize an application to the U.S. Health Resources and Services Administration (HRSA) for the Rural Health Care Services Outreach Program.
Marlene Putman, county administrator for Health and Human Services, briefed the board on the proposed application (listed in the meeting as application number 25‑038). The county plans to apply for HRSA’s track 1 awards—each worth $250,000 annually for four years—aimed at expanding health-care capacity in rural areas. County staff said track 1 offers up to 40 awards nationwide.
The county’s proposal centers on a hub-and-spoke model to expand traditional health worker capacity across a consortium of local partners, including Adventist Health, Nehalem Bay Health Center, Tillamook Family Counseling Center, county public health, and Oregon Health & Science University. The plan would fund a project coordinator, shared community health workers, and a data position to monitor referrals and outcomes; staff estimated a budget in the range of the Track 1 award (roughly $250,000 annually).
Putman said the county has already completed a planning grant and that health network partners have approved pursuing the implementation grant. Commissioners expressed broad support and voted to authorize the application; the vote was recorded as a voice vote and the motion carried.
